set HDF5_PREFER_PARALLEL=YES (with HDF5_IS_PARALLEL=ON)

to activate parallel HDF5 (via libhdf5-mpi-dev)

Build-Depends: libhdf5-mpi-dev was already in place
but needs HDF5_PREFER_PARALLEL=YES since otherwise serial HDF5 is used
by default
